Richard Smart

Richard L. Smart, III, of Southfield, served as the Deputy Court Administrator of the juvenile division of the 3rd Circuit Court of Wayne County for six years before retiring in 2022. Before that, he served as a Judicial Referee and Chief Referee for 18 years with the Wayne County Juvenile Court. He holds a Bachelor of Arts from the University of Michigan (Ann Arbor) and a Juris Doctor degree from Wayne State University Law School. In 2020, Governor Gretchen Whitmer appointed Richard to a term with the Michigan Committee on Juvenile Justice to represent public agencies concerned with delinquency prevention or treatment.
